Washington, DC – The National Flight Training Alliance (NFTA) proudly announces its enthusiastic support for the reintroduction of the Aviation Workforce Development Act, H.R. 1818, led by Representative Mike Collins (R-GA) in collaboration with Representatives Lucy McBath (D-GA), Jimmy Panetta (D-CA), and Mike Kelly (R-PA). This bipartisan legislation marks a transformative step toward addressing the aviation industry’s critical workforce shortages by expanding access to training for aspiring pilots and aircraft maintenance technicians.

The Aviation Workforce Development Act proposes a groundbreaking measure: designating training at FAA-certified commercial pilot and aircraft maintenance technician schools as a qualified expense under 529 college savings plans. By unlocking these tax-advantaged funds, the bill dismantles financial barriers that often stand in the way of aviation career paths.

“This innovative solution not only empowers individuals to pursue their dreams but also ensures a steady supply of skilled professionals to keep our skies safe and our economy soaring,” said Scott Firsing PhD, NFTA’s Vice President of Legislative Affairs.

Recent safety concerns have spotlighted the urgent need for a well-trained aviation workforce—a challenge H.R. 1818 directly confronts. As Rep. Collins has emphasized, this legislation levels the playing field, offering Americans pursuing aviation careers the same opportunities as those seeking traditional four-year degrees, all without additional taxpayer burden. The NFTA commends this practical, cost-effective approach, which aligns seamlessly with its mission to advance accessible, high-quality flight training and strengthen industry workforce development.

The bill’s bipartisan backing reflects its broad appeal. Rep. McBath has highlighted its role in tackling the pilot shortage, while Rep. Panetta and Rep. Kelly underscore its benefits for airport services, local communities, and the broader economy.

“This is a win for travelers, businesses, and aspiring aviation professionals alike,” Dr. Firsing said.

“We’re encouraged by the unity across party lines and stand ready to support Congress in advancing this vital legislation,” added NFTA’s CEO Lee Collins.

H.R. 1818 has garnered widespread endorsement from a diverse coalition of aviation stakeholders, including airlines, manufacturers, flight training associations, and unions—a testament to its far-reaching impact. The NFTA proudly joins this effort, pledging to advocate for the bill’s passage and collaborate with lawmakers to ensure its success.

“We extend our gratitude to Rep. Collins and his colleagues for championing this initiative,” said Lee Collins. “Their leadership in breaking down barriers to aviation education will leave a lasting legacy for the industry and the countless individuals eager to contribute to it.”
